Sven R. Jones Biography

Sven Jones expertise spans in building change management systems as applied to human services issues. He is very seasoned at helping organizational leaders meet their complex and sometimes improbable objectives.

Sven has moved between grass roots case work to broader national level problem solving projects. As a result, he understands the details of a specific program’s administration as well as can visualize where it might fit within a broader mission statement. In this way, Sven has advised senior leaders toward realizing their goals by creating consistent organizational measures of efficacy, policy alignment and informational resources on all levels. He has focused on developing human services programs and resolving related crisis challenges which extend from them.

Sven has held leadership posts in several professional concentrations most of which were related to rehabilitation. These include being a commissioned Army training officer for soldiers struggling to learn, a teacher of incarcerated juveniles and adults, an administrator of staff disabilities initiatives, a government media spokesperson and, finally, an administrator for college disabilities service offices.

Sven’s key role in program development and public policy has earned him national recognition. As one of the first special needs teachers within the federal prison system, he built a comprehensive disabilities program which provided counseling, diagnostic testing, small group instruction, employment advice and vocational educational support for adult incarcerated learners. After this unique educational design achieved the highest graduation rate in the country, Sven wrote policy to implement its success on a county wide scale. That work led him to other roles extending beyond his disability and rehabilitation specialization. It was during that phase of Sven’s career that he was a national media spokesperson.
Throughout Sven’s various projects, he has found the key to negotiating positive program outcomes is to target policy issues. Toward that end, his emphasis has been to find a middle policy ground between different organizations to achieve a practical balance between cultural values, mission statements and measures of having met those objectives.

Sven founded The Institute for Learning & Understanding because of his passion for disabilities, rehabilitation, as well as social justice issues. The ILU is specifically designed to harness his behind the scenes history as a program developer, policy designer and advisor to decision makers on politically sensitive issues.

Sven holds a Master of Policy Management degree from Georgetown University’s Public Policy Institute, and has studied organizational psychology at Columbia University’s Teachers College. He also earned two Masters in Arts degrees, in Counseling and Special Education, as well as a B.S. in Psychology from Santa Clara University. With regard to crisis management expertise, Sven’s U.S. Department of Justice background includes: Special Investigator’s Supervisors Training; Hostage Negotiations Training; and Sexual Abuser/Assault Prevention Training; and Public & Media Relations Training.
